[OAUGNetDBA]-Audit tool?

My company need some sort of report to audit key activities like who and
when create an order,  who and when ship confirm an order, who and when
create/update invoice... We are in E-Business 11.5.9 ( will be in
11.5.10.2 soon ) include GL, AP, Inventory, OM, PO..etc

Anyone know any tool out there will do the job.  Do a good job on audit
and easy for superuser to create a report ?
