I've seen it done both ways. One rule of thumb might be that if you are migrating to new server(s), the RapidMigrate strategy (i.e., running RapidInstall to lay down a new tech stack) is better. Maybe it depends on how up to date your 11.5.9 instance is in terms of CPU patches and ATG rollups. There certainly are more patches required to the tech stack if you only apply the maintenance pack.
