[OAUGNetDBA]-Re: 3480000 job OKLPREXS.pls running 4 hours

I don't recognize that script in particular, but I've found performance
issues with numerous OKL and Service/Support related modules during
11.5.10.2 upgrades.

My best advice is to run a database trace on the script when it is
running so you can pinpoint the SQL that is causing the issue.  I've had
to do manual tweaks such as adding hints and indexes, or gathering
certain stats at a point in order to get some of those scripts to run
better.
