[OAUGNetDBA]-3480000 job OKLPREXS.pls running 4 hours

Does anyone recoginize this job OKLPREXS.pls as one that took forever
when running their upgrade to 11.5.10?

It appears to only be running at the database and moving at a trickle of speed.
after reading the files contents on the file system, we didn't really learn much about it.. just that it has do do with rules being exported or setup for API usage for possibly contracts?
