Dawna-
   Did the patches fixed the problems for users that
current having missing responsibilities (another word
it puts back the missing responsibility) or just
prevent responsibilities from disappearing for other
users.

One of the patch you stated, we have applied but the
user that has the problem still have missing
responsibility. I was hoping that the patch would put
the missing responsibility back.
