Hi,
One check point: Can you check status of notifications in wf_notifications table
wf_notifications will have entries for all notifications --> if the status of notification = Sent then email is processed by workflow, if there is any other status email is not sent by workflow...
For ready reference I am providing list of set up's you need to check for GL notifications. 
1. Employee is having email set up
2. approval limits are set up in GL
3. I guess you set profile options properly ( for self approval) --> if self approval is set to Yes, then journal will be automatically approved if approver have sufficient approval limits. 
4. as mentioned below notication mailer - override should be null
5. Notification preferences at user level - should have some value other than 'Do not send'
6. workflow background process is scheduled for GL Batch  ( from system administrator responsibility)
7. WF_notifications is having status 'sent' for this specific notification.
If all these are properly set and working, then please log a service request with oracle support, if any of the above is not properly set up, please fix them appropriately.

Did you hard code any specific email id for TEST address field in the
workflow notification mailer ( Oracle Applications Manager ->
Notification Mailer). It should be set to blank.
