Hi:

We never had to assign this responsibility to our users; something got
changed recently that prevents non-SYSADMIN accounts to time out when the
"Oracle Diagnostics Tool" responsibility is selected from the home page.
The people used to be able to access it without me giving them system
administrator.

I believe the user must also have "System
Administration (web)" responsibility assigned for this
to work.
