We use standard Import Item process to create item and update item attributes. Most of time we have the import process use an item template to update the item attributes.

If you are on Release 12, I think there is a public API.  If you are on
11.5.10, then refer to MetaLink note 395493.1 for a list of undocumented
inventory APIs that you can use, including one that updates items.
