Hi,

2 ways I think the standard product can be used to meet this requirement is:

1. Use Receipt Routing to 'Standard, in which case the first user will
only be able to receive the goods and then the second person would
have to complete the receipt by taking the goods either into
Sub-Inventory or Expense destination.

2. Secondly used inspection required, which also allows you to have
segregation of duties, where by one person receives the good and other
has to inspect and approve the goods.
