If that is all you need, why don't you use the receipt routings in
Purchasing?

There are three receipt routings:

1) Direct Delivery (not what you want)
2) Standard Receipt (two transactions involved -- one to receive,
another to deliver into inventory)
3) Inspection Required (three transactions involved -- standard receipt
plus an inspection step)

It sounds either of the second 2 could work.  Just don't give the
initial user access to deliver to inventory.

I understand the need. That makes absolute sense to
me.    However, if the second person can override,
then that person has no accountability unless an override would then
need to be approved by someone else or the person that did the original
data entry.
