You might want to take a look at Applimation's solution for archiving.

Haven't used it myself, but my understanding is that it allows you to
archive Oracle application data and provides tools or solutions to
ensure you can run reports against the archived data from within your
regular application.  Perhaps some other users on the list might have
some experience with the software.

I was doing something before, but I don't know if is the best procedure
or practice :
1.- Create a new database
2.- Upload all the data to be archived
3.- Archive the data on the application

Anyway my understanding is that you will have available the balance
level and data on your e-business suite.
