Jeff,

Advanced Pricing has something called "pricing events" and "event
phases".  Each phase can be set to be active for only certain events.
When you define a modifier, you specify which event phase it runs in
and, by extension, which pricing events (e.g., booking) trigger it.  So
a given modifier may or may not get re-evaluated at booking depending on
which event phase you specified.

In general, the last commonly used call to the pricing engine is when a
line is fulfilled (so, you can reprice right before invoicing).  A
common need for this is to add actual freight costs (which are not known
until shipping time) in as charges on the order.
